Conditional Participation List

Those who were caught cheating once pre-Wiimmfi or found to be suspicious.*

*Council has the power to place any players on the list should they deem it appropriate. These players are expected to abide by Conditional Participation rules from the instant that they are placed on said list, and continue to do so until they are removed.

If it has been 2 years since a player has been involved with a past suspicious incident that landed them on conditionals, they will be taken off the conditionals list unless the Council believes an appeal is needed. In which case, if the appeal is not sufficient for the Council, the player will remain on conditionals until they provide an appeal that is acceptable.

For the entire process, they must screen-share their full desktop screen and have their television visible via webcam or capture card. Council members or opponents confirming said player's conditionals may request the recorder to perform actions outside of the conditionals procedure for the purposes of proving that the conditionals weren't pre-recorded. Going offline will require steps b.i.-b.iv. or b.v.-b.vii. to be redone. The procedures are as follows:

CTGP Revolution Channel
b.i. Power the Wii or Wii U on and load the CTGP Revolution Channel.​
b.ii. Select Settings, and assure that all settings comply with rule VI. a.i.​
See this thread to check rule VI. a.i.
b.iii. Exit Settings, and select Launch Game.​
b.iv. Continue screen-sharing until you appear in the room.​

Wiimmfi Patcher
b.v. Power the Wii or Wii U on and load the Homebrew Channel.​
b.vi. Select the Wiimmfi Patcher Application and then select load.​
b.vii. Continue screen-sharing until you appear in the room.​

c. All ISO users abiding by Conditional Participation rules must have Wiixplorer installed and load Mario Kart Wii via USB Loader GX. They must screen-share their conditionals via Discord or Skype to either a council member or one of the opposing team's members. For the entire process, they must screen-share their full desktop screen and have their television visible via webcam. Council members or opponents confirming said player's conditionals may request the recorder to perform actions outside of the conditionals procedure for the purposes of proving that the conditionals weren't pre-recorded. Leaving the room will require steps c.i.-c.xiv. to be redone. The procedure is as follows:
c.i. Prior to screen-sharing, download one of the permitted GCTs from the WL-Verified GCTs Google Drive folder, and place it in the codes folder on your SD card. Once this step is completed, begin screen-sharing.​
c.ii. Turn on your Wii or Wii U and load the latest version of WiiXplorer.​
c.iii. Select the codes folder on your SD card, and then the GCT you downloaded.​
c.iv. Press Z on your Gamecube Controller or + on your Wii Remote to bring up a "right-click" menu, and choose MD5 Checker.​
c.v. Open the MD5.log file that was created. If another already exists, delete it.​
c.vi. The person confirming your conditionals will verify that the MD5 hash within MD5.log matches the one posted under the file in the Google Drive folder. Proceed once they have verified it.​
c.vii. Use your webcam to show that the Wii or Wii U being used is the one that is hooked up to your TV, while the Wii or Wii U's SD card door is open. Continue to do this until you have loaded the latest version of USB Loader GX.​
c.viii. Do not select a game and select Settings.​
c.ix. Select Settings and then Custom Paths on page 2. Ensure sure GCT Cheatcodes Path says sd:/codes/.​
c.x. Exit Settings and select the game Mario Kart Wii.​
[c.xi. Select settings and then Game Load.​
c.xii. Set the Ocarina option to ON, and then save it.​
c.xiii. Go back to the game screen and select Start.​
c.xiv. Continue screen-sharing until you appear in the room.​

d. All Dolphin users abiding by Conditional Participation rules must screen-share their conditionals via Discord or Skype to either a Council member or a member of the opposing team. They must load Mario Kart Wii through either the latest official build of Dolphin or Ishiiruka. For the entire process, they must screen-share their full desktop screen and have the Dolphin window visible. Council members or opponents confirming said player's conditionals may request the recorder to perform actions outside of the conditionals procedure for the purposes of proving that the conditionals weren't pre-recorded. Leaving the room will require steps d.i.-d.xii. to be redone. The procedure is as follows:
d.i. In File Explorer for Windows users or Finder for Mac users, open Documents\Dolphin Emulator\GameSettings and move RMC_01.ini to a different location or delete it.​
d.ii. Download the RMC_01.ini file from the WL-Verified INIs Google Drive folder that corresponds with your region.​
d.iii. Download HashTab and install it.​
d.iv. Right-click the RMC_01.ini file you downloaded, and select Properties. Check the "Unblock" box and select Apply.​
d.v. Click the File Hashes tab that was added and select MD5. In the WL-Verified INIs Google Drive folder, copy the MD5 hash for your RMC_01.ini file to your clipboard. The MD5 Hash will copy over to the text field in the File Hashes tab, and a green check mark should appear. A green check mark MUST appear in order to proceed.​
d.vi. Close the properties window, open Dolphin, and select Config.​
d.vii. Change the Speed Limit to a value than 100% (Normal Speed), and then back to 100%.​
d.viii. Turn on Enable Cheats (if it is already turned on, disable and re-enable it).​
d.ix. Close Config. Right-click Mario Kart Wii in the games list and then select Properties.​
d.x. Select the Gecko Codes tab and enable the code(s) you want from the INI file downloaded in step d.ii..​
d.xi. Highlight Mario Kart Wii and select Play.​
d.xii. Continue screen-sharing until you appear in the room.​
e. If a player fails to follow either of the three procedures, one of the following penalties will be given:
e.i. They will receive a penalty of 30 points for each race they play (up to 4 races/1 GP, then the penalty in e.ii. will be given regardless).​
e.ii. They will receive a penalty of 150 points or have all of their points deducted (whichever is greater).​

As the most recent change (CTGP-only) has caused conditionals to be no longer a thing in our league, we will nevertheless provide the procedures here for events happening outside of the Wiimmfi League.


Banned Players List

Those who were either caught cheating multiple times pre-Wiimmfi or at least once on Wiimmfi.*

Players will also be banned from having a Toxic Internet Connection. These are people who tend to kill rooms occasionally, causing matches to take much longer than they should.**

*Bans for cheating range from a season, 2 years, and permanent (other ban types and lengths are covered in the ruleset). Season bans will only be for minor incidents, while the default ban from this point on will be 2 years--that is plenty of time for dishonest players to learn their lesson. If a player is caught cheating while serving their ban, an additional 2 years is to be placed on their ban date - this means that if a player is caught cheating during the first 2 years, they would be eligible for review 4 years after the original ban date. Permanent bans should only be if there is no other option for the Council regarding a player.

If it has been 2 years since a player has been involved with a cheating incident they got banned for, they will be eligible to file an appeal to be reviewed by the Council. If approved, they will be moved to permanent conditionals. Otherwise, they will remain banned.

! Update on Shiv's Situation !



The WL Council decided to trace back their old foundings and after having looked for the materials necessary and found them, we decided to revert the verdict on Shiv and apply a new verdict.

For this purpose, we will include...
- both cases in which he was found to be the guilty party
- the posts from the old website that established that he would be banned from the league on Wiimmfi
- the video/picture evidence proving both cases and his guilt

With effect of 17th August 2016 onwards, in regards to a recent situation involving a "Zoan" mii hacking, Gisko (U1477) and Shark (U3491) are banned from participating in the league until further notice. Shiv (U7622), another player in the incident, is already banned and so his punishment for this case will be added on to his prior conviction.

Gisko, Shark and Shiv attempted to frame the legitimate Zoan in an almost successful attempt to get him banned for hacking in a Worldwide, however their plan backfired when CSL RT Council noted the likelihood of the Wiimmfi room screenshot being edited, leading to investigation giving the result that the information provided in the report to get Zoan banned was in fact false.



Due to being a multiple offender of rules, we decided that getting off the hook after 2 years after all this isn't suitable especially if we consider that the second case occured while he was actively banned already as well as the second case trying to frame a person for cheating.

Therefore, Shiv (U7622) will not be unbanned now and will have to serve another 2 years of a ban until he may be given the chance to appeal again.

We deeply apologize for this slip up as well.

As of 4th October 2018 onwards Helia (U8690) as well as Simo (U7417) have successfully appealed after having served their ban duration of 2 years and will therefore be unbanned until further notice.

It has come to our attention that foul play has been going on behind the curtains of which the WL Staff was not notified about until very recently.

@KP♪ , part of the WL Staff and a Registration Admin, has been discovered to abuse his powers on the main registry which entails illegally transferring certain players among his teams that he has fielded for the 14th Season of Wiimmfi League to create unfair advantages for himself and his teams.

The evidence for this offense will be provided below via pictures, spoilers & brief explanations:

- The first signs of something apparently having happened which was reported to me via DMs

- This basically sums up what KP 1) admitted to which was tampering with the registry and 2) who exactly it was that was illegally transferred

- The Transfer thread which appeared in the conversation I've had with Kona; it shows the players that were transferred to F/A
- Keep in mind that 1) the transfer thread was made on Aug 17, 2018 and 2) a moderator had edited the post which is showing in the bottom right corner on Oct 4, 2018

- Not much to say other than that the moderator in question who edited this thread was KP himself

- As the title of the spoiler implies: I checked the contents of the original post which included Hunter to be transferred out
- Since his name was edited out of the post, he was illegally transferred back into XF2 after our transfer period had ended once and for all

- While the screenshot is shown to only include a portion of the whole thread, the other 4-5 posts do not include any changes in Sky9's and Spec's transfers which means the two of them were definitely meant to play for sop-Silver

- However, all 3 entries are false; Sky9 and Spec have been secretly transferred to sop-Bronze while Hunter was transferred back into XF2

From this wall of screenshots and evidence, the WL Staff can only infer that blatant abusing of powers was committed via tampering with the registry was performed by KP.
Tampering with the registry as well as transferring players illegally among your fielded teams to create unfair advantages for yourself is a very serious offense and will not go unpunished.

Consequently, as of 17th October 2018, KP (U701) will be banned from the Wiimmfi League for 2 Seasons as well as permanently removed from the WL Staff for his actions.
Furthermore, every match that Sky9 and Spec have wrongly played for sop-Bronze as well as Hunter for XF2 will be penalised with -150 (or more) each.

However, if the teams in question do intend to try and finish the season properly, they may do so if they wish.
From this point onward if both teams continue to participate, Sky9 and Spec will have to play the rest of the Season with their original team, sop-Silver, while Hunter remains an F/A in order to reflect what the original transfers were (this applies for W7 as well).

It is also important to state @Kona being the person to report this to us had to have been aware of this for some time considering his conversation with KP.
Due to bringing this up to us eventually though, we believe that a "don't shoot the messenger" approach is appropriate in his case.
Therefore, we will be keeping him on the WL Staff team (if he wishes to remain) and hand out a lighter punishment which consists of a 3-weeks-ban that he has to serve.

As of 23rd October 2018, the WL Council has decided to change Phyz's 2 year ban to a permanent ban for distributing guru codes.

His first offense of getting instant miniturbos the moment you initiate your drift (various instances) can be seen here:

As of 31st December 2018, MV Colvin (U562) will be banned from the Wiimmfi League for 2 effective Seasons due to using speedhacks in a scrim war versus Moonblast.

The evidence will be provided below along with gifs to prevent the clips/footage from being removed:

for this specific occasion, I used my mouse as a guide; pay attention as to how the daisy lags in a consistent manner as she bills up


another bill case; same lag pattern can be seen


yet again the same lag pattern except this time, Colvin is heading backwards as opposed to forwards with a bill


Unfortunately, I wasn't able to get a better gif of this but for the first few 1-3 seconds, we have yet another case of the lag pattern that has been pointed out several times by now


Note that the daisy breaks away rather easily from the mario using the same vehicle
While the daisy (colvin) did release her mt earlier, it doesn't explain why he has such an easy time breaking away at that part of bagging on the track


Takes the single shroom cut backwards, hits the offroad yet loses almost no time as colvin ends up being head to head with sal
This is something one normally would not do while bagging due to the amount of time it realistically costs you


Maybe not the very best example considering they hit boxes soon there but yet again: colvin gains on sal a lot breaks away from sal using the same vehicle rather easily

Keep in mind that those few instances are only a few out of the many various other different instances we could have taken a gif of and provided here on this thread: these gifs up there serve as an example for what the whole bagging situation looked like.

In accordance with what was decided by the WL Council upon his appeal, Callum (U8654) / JaredD (U9022) will be unbanned from the Wiimmfi League until further notice (as of 11th January 2019).

He has been notified via Discord by us.

As of 27th March 2019 (effectively), xKaz / Zetron / 4vex (U7313) will be removed from the banned players' list and therefore unbanned from the Wiimmfi League after having appealed to staff successfully until further notice.

He has been notified via Discord by us.

An update regarding this ^ player's situation has to come to light for us which we will briefly explain below:

As of 22nd April 2019, 4Vex/Kaz will be moved back to the banned players list for 3 seasons which indirectly may also amount up to one year.

We have been inspecting different accounts in Lounge due to having had suspicions and have found out via checking the registered FCs (and additional checks performed by a Wiimmfi Moderator) that alting was in play during the period of time of 2 years 4Vex was banned because of his past offense.

Given that the offense was commited during his ban, we decided to have him remain on the banned players' list for a longer time until further notice.

With reference to this post, made by the EL Council, the WL Council has also decided to take action (Credits go to EL regarding this post).

As of 3rd May 2019, E-Boom/EmmanuelBoom (U2272) will be placed on the banned players' list due to utilising cheats that would enable him to get instant drifts.
A few instances will be provided below to illustrate this, and we would also like to point out that there surely are more but 2-3 examples should suffice to show what he is guilty of:


As he has been banned from mariokartboards.com already, we will be notifying him via Discord as opposed to tagging him here.

As of July 12th, 2019, Dorian (U13217/U229) will be permanently banned from the Wiimmfi League for DDoSing players which is an illegal activity being committed on game ruining other players enjoyment of online gameplay.

As of July 19th, 2019 Jeffy (U722) / MG4Life (U2714) will be banned from the Wiimmfi League for 2 years. He may be given the chance/s to appeal in 2 years if he has a successful site ban appeal, as he's already indefinitely banned for alting into Lounge.
