After 5 years of the game's release, there is finally a way to get any ghost you want in MK8!
This method was found by me after a bit of personal research on ghost files and their functionality. Almost all of the work was done for me by Kinnay and Maschell, who made NintendoClients and made the extremely helpful early research on the ghost file format respectively. This method only works on Wii U.
Here's a very barebones video of it working:

If you don't know what's going on here, here's a simplification: I repacked the ISO and replaced the staff ghost with a custom ghost, just like MKW but a little bit more complex.

I'll make a full video/text tutorial later, this was just to showcase that MK8 is finally catching up to its peers. Although time consuming and definitely not optimal (as you saw in the video, Loadiine can lag sometimes), this experimental method can help WR recorders tremendously, and maybe even be useful for TTers who would like to race specific ghosts.​
